The event was attended by President Donald J. Trump, according to two people familiar with the planning who spoke to The Associated Press.

One source said the White House insisted that President Trump “needed to see explosions,” not just “a big splash,” prompting Navy planners to revise the original plan—which had called for the use of inert ordnance—to include live munitions at the administration’s direction.
