Technicians from Brazil’s Ministry of Justice and Public Security told the delegation led by David Gamble, acting head of the U.S. Department of State’s sanctions coordination office, that the PCC and CV cannot be classified as terrorist organizations under Brazilian law, but rather as criminal organizations.

The technical explanation is that the activities of these factions do not involve hate crimes or religious motives, but are instead aimed at profit through arms and drug trafficking.
