Ukrainian President Volodymyr Zelensky announced that Defense Minister Rustem Umerov will lead Ukraine’s delegation in the upcoming negotiations with Russia in Istanbul. He noted that Ukraine’s scaled-down participation reflects the similarly low-level representation on the Russian side.
