The Venezuelan media outlet Telesur reports that Venezuela’s Foreign Minister, Yván Gil, spoke by phone with Brazil’s Foreign Minister, Mauro Vieira, to “address the threats facing the region, with the presence of military ships and a nuclear submarine.”
