During a meeting with Finnish President Alexander Stubb in the Oval Office, President Donald J. Trump raised the possibility of removing Spain from NATO, citing its refusal at the June NATO Summit to join nearly all other member states in agreeing to raise defense spending to 5% of GDP by 2035.
