This seems to include humanitarian aid to Ukraine as well, with only military aid to Egypt, Israel, and Ukraine receiving exemptions. All existing commitments, except those who received exemptions, will be subject to review by Secretary Rubio’s office over the next 85-day period, according to the State Department memo on the matter.
