Foreign ministers of the Gulf Cooperation Council—comprising Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates—said they “reserve the right to respond” to what they described as ongoing Iranian strikes across the Middle East, citing their authority to act in self-defense under Article 51 of the United Nations Charter.
